Terraform

Terraform 1.16 lets providers preserve planned private data and ephemeral/sensitive values across plan and apply through the new terraform_data store block, supports import blocks inside modules, adds a pre-built Linux s390x binary, and adds configurable on_failure modes (halt, taint, continue) for action triggers. This release is not breaking, but provisioners now correctly apply bastion_host_key, so configurations using that setting should be reviewed before upgrading.
