Rspack 2.2 adds generation-based cache eviction and CSS improvements

Rspack 2.2 introduces a new generation-based memory cache eviction system with idle cache compaction, fine-grained new cache options, opt-in per-loader caching, and compact/compat-hashed module and chunk IDs, alongside CSS module improvements for unicode handling and dashed identifiers plus performance work on binding size, chunk splitting, and glob pattern handling. This release is non-breaking, so no configuration changes are required to upgrade.
