Anvil Gains Native Base Support, Cast Adds Transfers

Foundry's anvil local node now natively supports the Base network and includes a Tempo testnet canary test, while cast gained new transfer subcommands and the symbolic module can derive rounding error bounds and prove guarded fixed-point round trips. These are additive changes to anvil, cast, and the symbolic execution tooling, alongside fixes for lint sender alias handling and anvil's safe/finalized block tag assumptions.

Matters for: Teams deploying and testing contracts on Base or Tempo testnet using anvil as their local node.
